A district hall for Rotterdam Zuid, on a square with a difficult reputation and heavy footfall.

Approach

Approach

We put every public function on the ground floor, facing the square, behind glass. Staff, plant and storage went above. There is no service entrance around the back, because a back is what makes a civic building feel closed.

Outcome

Outcome

Completed 2022. Counter waiting times fell by a third after opening, largely because people could see which desk they needed before entering.
